Starting the property search for Campus Romerike

OsloMet’s search for temporary premises in Lillestrøm has been announced to the property market. “The property search is the first step in the process of establishing a strong campus with 4,500–5,000 students in Lillestrøm town centre,” says Rector Christen Krogh.

In January, the government decided that OsloMet may proceed with its plans for the future campus in Lillestrøm town centre, which will accommodate more students and academic environments than those currently located at Kjeller.

The initial search is for temporary premises, as no decision has yet been made on whether OsloMet’s permanent spatial needs in Lillestrøm will be met through rented premises, new buildings delivered by Statsbygg, or a combination of the two.

Campus development in two stages

“The current lease for Campus Kjeller expires in 2030, and our ambition is to complete the relocation from Kjeller to Lillestrøm town centre before that date. Nevertheless, we must accept that it will take some time before we have final clarifications about the design and location of the new Campus Romerike,” says Krogh.

In its decision, the government states that Campus Romerike in Lillestrøm shall be developed in two stages.

In stage 1, the current operations at Kjeller will be relocated to Lillestrøm town centre, preferably by 1 January 2030. In stage 2, the campus will be expanded with additional academic environments within the selected academic profile of health, organisation and technology. The timing for when a complete new campus, including stage 2, will be ready in Lillestrøm will depend on further assessments.

Property search for stage 1 and stage 2

Following dialogue with the Ministry of Education and Research, the property search will invite offers for both stage 1 and stage 2. Through this search, valuable information from the property market will be gathered regarding potential rental properties, the market’s ability to meet the needs, as well as rental price levels for:

  • Stage 1 – The current activity at Campus Kjeller, corresponding to 2,600 full-time students and approximately 200 full-time employees. The spatial requirement ranges from 16,000 to 22,000 m² of gross area.
  • Stage 2 – An expanded campus including the current activity at Campus Kjeller plus the academic environments forming the profile areas of health, organisation and technology. This will amount to 3,900 full-time students and approximately 375 full-time employees. This creates an additional spatial need of 6,000–8,500 m² of gross area, in addition to stage 1.

According to the procurement timeline, negotiations with bidders and potential signing of new lease agreements are scheduled to take place during autumn 2026.

User involvement

A user group has been established for work related to the property search, consisting of representatives from the academic environments at Kjeller, administrative employees, safety delegates and trade unions.

“A series of workshops has been held with the user group to gather input on spatial and functional needs linked to OsloMet’s operations at Kjeller, and on the factors that are important for ensuring a strong academic and social campus in Lillestrøm. The user group will take part in a new round of working meetings in winter/spring 2026 to further clarify room and functional requirements,” says Einar Stoltenberg, site manager at Kjeller.

For stage 2, a corresponding user process has not yet been carried out for the academic environments and units affected, as clarifications regarding stage 2 were only made in January this year.
