Time use for union representatives’ tasks

These normative guidelines for time use for union representatives has been developed in cooperation with the faculties/SVA/the central administration and they can be found below. The use of these norms is mandatory. It’s possible to take special considerations in special circumstances after a concrete assessment.

As a rule of the thumb the time use is subtracted from the total yearly resource in the work plan. In special circumstances the subtraction can be made from specific parts of the resource in concordance with the needs of the union representative and the faculty/SVA.

The estimates below may also be used as a guideline for non-tutorial staff.

1. Tasks of union representatives on centralized level

The resources for the main union representatives are allocated through the budget.

The resources are allocated to the faculty, the department or the center where the union representative has his og hers workplace and not to the union representative. The resources should mainly be used to cover the work tasks that the union representative no longer performs.

1.1. Main union representatives

Allocated resource: The time resource is negotiated for each of the main union representatives.

The total time allocated for all the main union representatives is 4.43 work years. These norms do not diminish the rights of the union representatives according to the Basic agreement for the civil service chapter 8.

2. Tasks of union representatives on the local level

Resources for the locally elected union representatives are allocated through the budgets of the local units.

2.1. Union representatives after the Basic agreement for the civil service chapter 2, § 14, 1 a, b or c

Allocated resource: Basic resource: 60 hours pr. year for IDN-meetings (Information, Discussion and Negotiations) and to attendance to other meetings. Furthermore, there will be allocated a resource of half an hour pr. member, minimum 40 hours pr. year.

Each organization will report number of members according to the Adjustment Agreement.

This agreement will in no way impede on the rights each union representative has according to the Basic Agreement chapter 8.

2.2. Union representatives with positions of trust in their organization

The above mentioned has rights to leave with pay according to the Basic Agreement chapter 9.

2.3. Employees without positions of trust

The above menitioned shall not, without compelling reasons, be denied leave with pay up to 12 days pr. year to perform union tasks including courses/conferances for union representatives or other union related courses.
